Failure to startup new installation

After following instructions, UQMG crashed upon initial startup with error message: International Error Creating Directories. Restart crashed too with same message, despite UQMG directories having been created successfully (though not populated with anything). Not running extended character sets as far a I know. English only. Hence, I cannot get to run the program once before installing update. Note that I declined to replace ActiveX files richtx32.ocx and mscomctl.ocx with OLDER files during installation. Using FAT32 if that means anything. Fast system with WIN XP. Have MS Office installed so international file FM20.dll is installed. Am too security sensitive to replace ActiveX file with older version. Fix?
